"In 1993 the Serbian Academy of Sciences and Arts marked the 1700th anniversary of the establishment of the tetrarchy, the rule of four emperors ... It was at the orders of these emperors - Maximian Herculius, Constantius Chlorus, Galerius, Licinius and Constantine the Great - that Sirmium (Sremska Mitrovica) and Naissus (Niš) became imperial towns and Romuliana (Gamzigrad near Zaječar) was reconstructed as a sumptuous palace ...
