Резюме: With the Regan Administration in 1981, the issue of human rights appeared to become an issue of low priority. Secretary of State Alexander Haig stated that 'International terrorism will take the place of human rights in our concern, because it is the ultimate abuse of human rights." In this volume many of the articles are concerned with the question of how our foreign policy can not only reflect but also demonstrate our belief in and adherence to individual liberty, and human rights, without weakening U.S. security interests around the world. The first section of articles relates the background and history of human rights movements. The second section attempts a brief international survey of human rights conditions today. The last section presents articles debating to what extent human rights should be an active factor in the making of U.S. foreign policy.
