The dissertation aims to explore the current state of institutions and mechanisms for informing policies for culture in Bulgaria, to make a historical reconstruction of the previously existing mechanisms and institutions, to analyze the existing western practices in informing policies for culture, and finally to propose premises for optimizing the process of informing policies for culture in Bulgaria. The object area of the study covers the information and research base for developing policies in the field of culture at national and supranational level in the period from the 70s of the last century until today. This field includes the process of production, exchange and consumption of quantitative and qualitative data, analysis and research, as well as the institutionalization of this process. This includes on one hand, the institutions involved in developing and implementing policies for culture at the national and supranational level, and on the other hand the institutions providing information for effective realization of these policies, as well as the relationships between these institutions, allowing the run of information flows between different units in the system. The processes of providing information for national cultural policies are discussed in the context of international efforts to build a system to inform the cultural policies of the supranational level, reflected in the programs of UNESCO, the Council of Europe and the European Commission. A major problem of the study are the forms and mechanisms, that facilitate the development of interrelations between research and policy in the field of culture, which are the ones that allow (or not allow) the conduct of cultural information process from the generation of data, through their interpretation and analysis, their introduction as arguments in the political process, to reaching informed and evidence-based decisions regarding policies for culture. |
