The dissertation presents a detailed and systematic research on the Bulgarian customs administration activity in the field of customs control in the course of fight against the trafficking of counterfeit and pirated goods and the factors for increasing the effectiveness of this category of control. The characteristics of the phenomenon of production and trade in counterfeit and pirated goods, the types of protected intellectual property rights and the link between the security of the international supply chain and the countering of trafficking and the distribution of counterfeit and pirated goods are being examined. Factors for effectiveness of customs control are identified and classified and the customs officials’ training is justified as a factor of key importance. Indicators to measure the effectiveness of customs controls are pointed out and applied to the analysis of empirical and statistical data obtained under real-time monitoring. Customs control is considered in the context of the Republic of Bulgaria’s participation in the EU Customs Union and the observation period covers the period of full membership of the Republic of Bulgaria in the EU – 2007-2017. As a result of the doctorate research, a set of proposals for improvement of administrative practices and for amendment of normative acts is explained. |
