The object of the dissertation is the Public Policy Change. In order to achieve it a number of theoretical and empirical efforts are required and for that purpose serve the subject of the dissertation - the European Employment Policy. Of particular interest is the European Employment Strategy implemented by a new public management - the Open method of coordination (OMC). Thus the mutual learning and the mutual development of an agreement on a common interpretation of issues, objectives and results as factors of development and public policy change are put in the forefront. Among the sub-thesis related to the subject of the study the most significant is the one that sees the OMC and the European Employment Strategy as possible approaches to social construction and mutual learning about the policies in the light of the ideas of bounded rationality. This sub-thesis steps on the leading in the dissertation understanding about the Open method of coordination - it is not (only) covered corporate game of purely rational actors. It is also important the conclusion of the understanding of the effectiveness of the Open method of coordination not as a way to compulsory convergence and harmonization between the countries but as a network for mutual learning for better policies and mutual development on the basis of strategic direction and a greater weight of the knowledge - for and in implementing the policies. |
