The necessity for a clear impact assessment turns the European citizens initiative into a subject of significant scientific and public interest. Despite the fact that the mechanism has been in use only since April 2012, there is already sufficient empirical data allowing an in-depth analysis of its functionality and efficiency. The relevance of this research topic is defined by the need to determine if under its current regulation the European citizens initiative can become an efficient instrument in the hands of EU citizens for having influence on the political agenda of the European Union. The main goal of this dissertation is to fill the existing gaps in scientific knowledge by analyzing and assessing the innovation potential and the efficiency of the European citizens initiative. The analysis demonstrates that despite the innovative character and the numerous nominal advantages of the European citizens initiative, the decision-making process remains limited predominantly in the framework of the internal-access model. In practice the ECI is not capable of fundamentally changing this condition because it remains entirely under the control of the Commission and gives no real opportunity to citizens to alter the existing distribution of power in the political process. At this current stage the initiative has no potential to convincingly transform the policy-making mechanisms of the Union or to fundamentally change the agenda-setting process |
