The main objective of the dissertation is to interpret the state of the enlargement process in the Western Balkan region using the political will in the EU and in candidate countries as a foundation for its model. Drawing on the academic achievements of Eastern Enlargement literature and the available studies for the European integration of the Western Balkans, the dissertation shifts the focus to the question whether the countries will join and its nuanced responses for each candidate. The main research argument is that the political will in the EU for enlargement towards the Western Balkans is insufficient and that conditionality towards countries in the region is an ineffective instrument. The scientific contributions of the dissertation can be summarised as follows: 1. Development of a comprehensive conceptualisation of the notion of political will in the context of enlargement policy. 2. Development of a comprehensive study on the integration of the entire Western Balkan region with a conceptual interpretative prism. 3. Establishing the leading role of the political will for enlargement in the EU over the political will for enlargement in the candidate country. 4. Establishing the linkage between the degree of political will for enlargement in the EU and the success of conditionality. 5. Establishing the lack of statehood problems as a prerequisite for successful conditionality. |
