The end of the Cold War marked the beginning of a new stage in the development of international relations. This stage is linked to the imposition of an unprecedented global hegemony. However, this hegemony quickly depleted its viability. In the first decade of the 21st century the symptoms of a crisis in the leadership of the world superpower appeared, along with the erosion of the unipolar world. The turbulent decade between 2007 and 2017 is associated with significant dynamics of international relations and the emergence of new state, supra-state and non-state factors. The idea of multipolarity has a special place in Russian foreign policy. After Russia's military activation outside the country, this idea becomes even more important. Undoubtedly, Russia's increasing position in world politics is a particularly topical issue, especially in the context of its active participation in the process of international system transformation. The analysis of the logic of the strategic planning process in the National Security Strategy of the Russian Federation until 2020 and other prior conceptual documents, attempts to unravel the opposition between doctrine and reality.
