The city can be defined as the generator of ideas, of growth, of innovation, as the meeting point of progress in our time. In the Bulgarian reality, the city is undergoing dynamic changes related to the demographic crisis and intensive migration. All these processes require precise planning actions. The Urban Recovery and Development Plans were initiated with this regard. The elaboration of these planning documents opened up the existing gaps in urban planning and revealed problems accumulated over different historical, political and socio-economic periods. One of these problems is the lack of a city-level information base. Information support in this case is seen not as a data package that needs to be processed and analyzed, but as a system that generates information flow by interrelating technologies, approaches and methods in order to provide a stable foundation for all research on urban settlements. In this regard, the thesis sets out a specific task to create a complex system of indicators, which will enable the gathering of homogeneous information, allowing the preparation of comparative analyzes and the tracking of individual and general development trends. Within this system was developed an Urban Development Index that summarizes information on the social, economic and environmental status of cities and provides a comprehensive picture of urban development.
