Bulgarian “Chitalishta” are a specific organization that has become an organic part of Bulgarian culture and identity. In modern times, their significant role in the cultural decentralization and the preservation of intangible cultural heritage positions them as an object of state policy aimed at re-establishing the national. However, in their essence and according to the Law of 1996, they are self-governing civil organizations, and their functional regulation is based on the membership and the general assembly. In this sense, this tipical for Bulgaria socio-cultural community organization is an active subject in defining local cultural policies. The dual characteristics of its status are a prerequisite for different expectations for its contemporary development and for polar public assessments. Despite its definitely significant function, the Bulgarian “Chitalishte” has not made the transition to its modernization. Attempts to rediscover its role in the context of democratic and market consumption of culture remain unfinished due to the lack of reform in the sector. The dissertation includes an introduction, three chapters and a conclusion: the first chapter covers the historical stages of development of the organization and its immanent characteristics are traced; in the second - the legal framework and the external environment of functioning are analyzed; in the third - the data from the conducted quantitative and qualitative researches are interpreted.
