Organisations are increasingly dependent on IT. That has led to increased IT investments. At the same time the return on these investments is quite often lower than expected and in many cases - difficult to predict or control. Apart from the increased dependency, there are other factors that have altered the way IT is used. It is no longer enough to ensure effective utilisation but also agility to respond to frequent changes of the business processes and interfaces between partners. These rise the requirements for better communication between the IT experts and the employees assigned to the core and management functions. This thesis is based on the hypothesis that one of the reasons for the low return on IT investments is the lack of coherency between business and IT strategies as well as of rigorous mechanisms to ensure traceability between business objectives and the means of their realisation. The researched literature includes various methods for business-IT alignment, including Enterprise Architecture frameworks, IT Governance and motivational models. The proposed framework for strategic IT management attempts to support coherency between strategic business- and IT management as well as between IT strategies and the means for their realisation. It includes meta-model integrating entities representing business and IT strategies, their measurement mechanisms, IT architecture and implementation. Additionally the frameworks offers a methodology for implementation and approach for calculating KPIs, based on the proposed meta-model and usage of integrated repository for architecture artefacts.
