Dissertation is a study of the health system through the eyes of an economist and leads to the fundamental conclusion: throughout history health has already started evoluating into another world and for its effective existence and development are needed other types of resources, other types of tools for its management as well as a different vision for health as a whole. But even in the presence of unlimited mouvement, employment and obtaining of information, each person has a right of access to health services commeasurable with the two criteria: within the "golden hour" (particularly when in a helpless state) and free of charge. This requires a new kind of health system structure, specific management and guaranteed financial resources. In order to satisfy the need of health, defined as "pure public good" and to guarantee the edification of a "national health security", it is necessary to define and build a Network Health System. Network health system works in symbiosis with the information society. And it can not imagine carrying out any activity without processing information in real time. For modern and quality functioning of the health system it is no longer enough to provide specific financial resources. It is necessary to seek a balance between "patient and medical professional," "intellect and network", "the public and the private," "income and expenditure" and all this throughout time - past, future and real.
