Choosing the topic for the dissertation text is motivated by the broad public debate about the issue of civil education and the need for understanding the role of the education in Bulgarian language, essential for the development of actively oriented people, clearly recognizing the meanings of the concept of citizenship and the role of citizens in the political and public discourse. In the text we give meaning to the concept of civil competency, which relates to the concepts of civil knowledge, civil skills and civil participation, their definition is the result of thorough theoretical research and tracking trends in EU documents, regulating education policies. The coommunication skills in the public sector are presented as a component of the life skills, considering the prerequisite that the individuals constantly are involved in processes with public or political character. Formed are four main areas, subject to analyzes in this dissertation. The first profile - language skills for oral and written communication in connection to the civil competency - is shaped by the need to handle texts in a way that requires analyzing and understanding of speech acts. The second profile - communication skills in the public and institutional sphere - is motivated by the need to identify individuals falling in different communicative situations and analysis of power relations within them.The third group of skills performance is oriented towards effectiveness in making decisions through systematic study of some problem / conflict and applying different approaches for their overcoming (advocating a particular point of view, commitment to a model of political participation, etc.) The differentiation of skills using digital sources is premised on the understanding of the internet, as a tool to control and mislead the public opinion, but also as a source of information of different nature. The current status in the educational practices is presented, considering SERs for Civic Education, state education requirements for Bulgarian language, Curriculum in Bulgarian language and literature curriculum to trace the extent to which the regulations provide an opportunity to realize interdisciplinary nature of civic education. Reached are conclusions that, it is necessary to operationalize pedagogical practice for teaching Bulgarian language for civil education.Presented are methodological options for developing communication skills in the civilian sphere. The case has been used as a tool. Studied are two applications of the case - case studies based on the creation of projects (project based learning), and studies based on problem solving (problem based learning). |
