The dissertation thesis features a presentation of a new research field. It puts focus on relations between the National Assembly and the government in the framework of political and argumentative discourse of the procedure provided in the Constitution related to the termination of the governments mandate in a vote of censure on the executive. In the course of work demonstrates that the debates on of motions of no confidence are specific communicative activity that follows its own specific argumentative strategies that own legitimation of the political parties (parliamentary groups and the executive participating in the debate), and legitimation of political opponents with active use of informal logical fallacies. Coalition configuration only reinforces the notion of difficulties in the balance between their own identity and the coalition political approval. In the thesis is carried out complex analysis of all motions of no confidence in the studied period (2001-2009), as a result of that analysis is established the influence of socio-political and institutional context as factors for introduction, debate or shift the debate on the merits. Identified argumentative strategies are informal and dozens of errors are the evidence that strengthen the position of the author that the debate on motions of no confidence are fighting for political legitimacy and parliamentary mechanism for verbal interaction in the ranks of power as well as and in the ranks of the opposition. The work approbation and use authorial methodology whose tools of analysis is also applicable to other studies, which gives the possibility to practice parliamentary relations in general. The methodology combines quantitative content analysis, qualitative content analysis (critical discourse analysis) and it is built on comprehensive analytical basis which enables the complete reconstruction of the parliamentary debate, which in its turn is a way to reveal and elucidate the actual parliamentary practice. |
