The dissertation analyses the problem of the need for conducting a wide-spectrum and realism-based foreign policy of the European Union, inch by means of coercion and the exercise of power, in the context of the emerging new world order. The approach is theoretical and follows the methodology for conducting qualitative research; the thesis follows the basic research question of whether and to what extent the EU can turn from an important actor in the international system into a superpower or great power without the capability to pursue realist and effective foreign policy based on the balance of power in the new international order. In the introduction the author outlines four hypotheses and puts as an independent variable the structure of the international system and as a dependent variable - the behaviour of the actor (EU) in the system as a result of the external structural influences. In the conclusion, the author summarizes the stated hypotheses and makes valid inferences and normative recommendations regarding the foreign policy of the European Union. According to him, the EU faces three options: 1) to increase its capacity for exercising and projecting power, in addition to the other foreign policy instruments it has at its disposal; 2) to leave security problems in the hands of those EU member states that can project power; 3) to enter into hierarchical relationship with another world power in order to overcome the security imbalance. The analysis of the divisions within the international system demonstrates that there are structural threats that require the use of other, more realistic and more power-based approaches for dealing with them. And, while the EU has to follow predominantly its multilateral agenda, in the cases when this is not possible, it must adhere to an old-fashioned realism, taking into account the system's structural influences and the changing balances of the new world. |
