Резюме: The issue of the political capacity of the executive to initiate substantial changes in key public policies, such as socio-economic policy, is modern and poorly researched in the scientific community. The comparatively fragmented research on particular issues provokes the research interest in a thorough and systematic study of Bulgarian political life in the period 2001 - 2013. The research toolkit includes a detailed analysis of the legislative initiatives of the executive with the presumption that the legislative initiative is a basic tool for change Of politics in a country with a democratic form of government such as the Republic of Bulgaria. By highlighting the goals in government programs of government and their implementation in governmental projects, the author measures the political ability of each of the three consecutive governments to plan and implement their ideas for change through their legislative initiatives. From the assumption that governments political capacity is expressed in the implementation and control of regulations, it follows that in-depth analysis of the governments legislative activity will reveal a number of peculiarities of political strategic planning and policy-making.
