The dissertation focuses on the application of HR practices, based on TQM and the EU CAF tool, in the specific institutional environment of education in modern Greece. The thesis is “Modern techniques and practices, based on TQM, affect public servants' motivation and produce positive changes in human capital while increasing the contribution of HRM to the organizational performance and the quality of public administration” The research findings are: • the significant relationship of modern HR practices - satisfaction - organizational performance • the rating of HR practices implementation predicts the degree of employees’ satisfaction • the identification of the significant areas, good practices and problematic fields of HRM • the role of a TQM model as a driver for increasing organizational performance according to employees’ perceptions • the significant impact of individual characteristics on employees’ satisfaction, which can be part of an innovative model for improving HRM by increasing the efficiency and effectiveness of talent management in the administrative units.
